Flora joined the University of Hong Kong in May 2021 as the Chief Information Officer and University Librarian. She is passionate in driving digital transformation for the Library and the Central Administrative functions within the University. Prior to joining the University of Hong Kong, Flora served as the Group Chief Information Officer of Dairy Farm Company Ltd, one of Asia’s largest multi-banner FMCG retailers in food, health and beauty, home furnishings and convenience with 2019 revenues of $22B USD. During her tenure from 2018 through 2020 at Dairy Farm, she led an organization-wide digital transformation, drove adoption of data and analytics, and spearheaded the unification of the cross-banner customer loyalty initiatives. She was a member of the Audit Committee and the chair for the Information Technology Expenditure Committee. Prior to her time at Dairy Farm, she held the role of Vice President of Information Technology at Johnson & Johnson’s global headquarters in New Jersey, USA and CIO of Johnson & Johnson’s Asia businesses in Singapore. She also held leadership positions at General Motors as Corporate Process CIO in Michigan, USA. Ms. Ng is familiar with the business environments and cultures globally, having spent over two decades in North America / Asia Pacific and serving clients in 16 countries worldwide. She is based in Hong Kong. She serves on the Board for Joint Universities Computer Centre (JUCC) Ltd. in Hong Kong. Ms. Ng holds a Master of Applied Science in Engineering from the University of Waterloo in Canada, and a Bachelor of Applied Science in Industrial Engineering from the University of Toronto in Canada. She completed a CXO Leadership Exchange Program at INSEAD, Singapore and a Women on Board leadership program from the Harvard University.

The Hong Kong Open Access Journey
In this presentation, Ms. Flora Ng, Chief Information Officer and University Librarian of The University of Hong Kong, will share her experience in advancing the Open Access agenda in the higher education institutions in Hong Kong. She is also the Joint University Library Advisory Committee (JULAC) Chair from 2022-2023 and she is the current JULAC Consortiall Chair. She will share the various aspects of the OA journey, the various Transformation Agreements reached, and the positive impact of the Open Access. She will further discuss the challenges and obstacles in driving Open Access in Hong Kong.
